Large Fencai Plate

It is about 13" in diameter. I guess you still call it a plate?
Late Qing or Republic?
I like its overall appearance but too bad the enamels are flaking and abraded. I've seen that wear on other Guangxu and Tongzhi pieces. Wonder if it depends on the quality of the paints used or it is mostly due to heavy usage.

The bottom is typical for Jiaqing, but the decoration looks more like late Qing. 19th century, perhaps.

So, does this mean it is an older body with later decoration? Does the way the frog and the insect are drawn give any clue of the period?
