I would not... the jar is definitely old, but it looks as if the painted decoration is not. It looks as if an old jar with little or no color decoration was over-painted. This is a common practice.
Once I have seen such a jar that I was told was antique, but only once. I would not trust this. Further, the green shoulder decoration (with black lines in it) does not look like a conventional Chinese period decoration either.

Such re-painted or over-painted items are appearing more and more, because the good ones are fewer on the market now. Generally said, it is safer to buy Chinese export porcelain.
