Is this bowl from 19th century or earlier? And how about the mark?

The mark is difficult to identify. Not sure if it should be a 世 character, but it would not be relevant in view to dating.
It is likely mid or late Qing dynasty with this decoration. Made for domestic use, thus the lower quality level compared to export porcelain.
