A Tongzhi mark, and possibly an old cup of that or the Guangxu reign. However, this type of decoration is seldom found in both the Tongzhi and Guangxu reigns. And its condition is too perfect for Tongzhi. I believe this could be a re-painted or only later painted cup.  In other words, the cup itself looks old, but the painting is too pristine to be of that same period.
