Not a Tongzhi mark, this is a 'Shende Tang made', an imperial mark. Shende Hall was the name of a palace inside the imperial compound used by the Daoguang emperor, as far as I know.
However, this is spurious. In my view this item is from the 20th century, second half, judging by the colors and quality.
Black contour lines as those shown in the last (top) image are typical for the later 20th century, I'm afraid.

If you mean Republic of China (Taiwan), then yes, because we now still have a republic. But assuming that you mean the PRC, their republic period ended in 1949... then no. It is later in my view. If you did not buy it yet, I would not. There is little collecting value as it is not antique. Try purchasing things that were made at the latest in the 1930s, when the painting styles still resembled those of the late
Qing dynasty.
