Can this plate be consider to have been made in the imperial kiln?

Whether it was made for the court is difficult to tell. For one, in the Guangxu reign imperial ware quality was not at the level of a hundred years earlier anymore. Might well be, though.
Then, the year character ? proportions could be better, in my view, imperial or not. Top of the mark should be pointing in between the two dragon heads to the pearl, if it was for the palace. Marks made by the imperial kiln would likely have been painted/written by a specialist.
On the other hand, imperial wares were not necessarily made by the imperial kiln, during the Guangxu reign. The palace had many wares made by private kilns, provided for free as tribute to the palace in that period, exploiting the people.

You might already have one, who knows. With Guangxu items generally the decoration is simpler than, for example, in the Qianlong reign. Any time in the 19th century a good quality item that was not used is difficult to tell apart from an imperial item.
