Late Qing Plaque?

I'm looking to buy this plaque. I think it was made in the late 19th century and not during the early 20th century. I'd like to know what you think of it. The owner doesn't know much about it. The quality is really good, beautiful artwork. Perhaps someone could help with the marks. 16x25cm. Thanks

Looks more like Republic. The decoration looks too detailed and has too much perspective for late Qing. The solid color background looks kind of odd though.
