Very unusual mark on a plate

What is it? I couldn't find anything about this online.

This would be an underglaze blue and fencai decoration.
The mark seems to be Qianlong, but it is more likely early 19th century, I would think.

The mark itself tells us that it is not mark and period, I agree with Peter late Qing.
