I know this type of decoration on top of the mouth and the mark could be of period. I don't know about the clouds, the women and the writing. Thanks

These photo's are so poor that you can not even see the bottom, however I can see enough of the figures to say 20 century, close ups of the faces and bottom would confirm this, these photo's should be clear showing the true colors and shape of the bottom foot, thanks.
