The colors, shape and bottom look to be from 18th century. Is it an export plate? Thank you

This looks like a mid-20th Century millefleur pattern to me. The shape and foot look correct for the 18th Century, but there are many factories in China, Hong Kong, and Macao that produce this type of plate.
