Tongzh/Guangxu Brush Holder

Dear Members,

I was wondering if this is a Tongzhi or Guangxu period brush holder. It is marked Tongzhi, but the decoration looks 20th Century to me though I could be wrong.

With this type of colors used this can not be antique, it is probably not even vintage.
