Obviously faked age on the foot rim but wonder if the piece is recent or older? About 15" in diameter.

This is an obvious fake.
In most cases strong black outlines are siign of an item made mid 20th century or later. The base looks new. The mark is spurious. I don't think very old copies did show foot rims of this color. And I have virtually never seen genuine antiques with a foot rim of this color.
