Is this a censer, and is it made for tourists?

Now I wonder about this censer. Size: 8 (H) x 11,5 cm (W). We bought it in Chinatown in Singapore around year 2000. The shop was typical for the area, with many items for tourists and also many vintage chinese items. We like the motif which is painted twice around the censer, and the price was ok. The lid was missing, but the seller provided another lid that could be used. No other marks than the double blue circle at the bottom. The reason I wonder if it is a tourist item, is this sandy colour covering the bottom and the inside rim. It is not dirt, but probably some kind of paint or glue. I am not sure.

This is not old, in other words, it is a fake. The bottom was made to look dirty to feign age. No, Chinese censers rarely have lids, and if they have they would have holes. The bottom is not that of a censer either.
