Is this plate a Chinese export Imari plate possibly late 17th/early 18th Century?

Thank you,

Probably, provided that the foot rim is right. You have not provided a picture showing the foot rim shape. The shape of the rim would be the cross section of the rim. It is only visible if viewed from an angle in this type of lighting.
In other words, if everything in the decoration etc. is right, but the foot rim is wrong, then there is a 99% chance that the item is not of the period. Please take pictures at an angle, these shots taken from directly above (at 90 degrees) are useless to judge the rim, I'm afraid. You also can not see some details in the bottom glaze if photographed from directly above. Please keep in mind that the base is more important than everything else for authentication and dating.

The colors would be right for 18th century Chinese Imari, Hope the foot rim lines up.
