Blue Flowers Plate With Symbol/Shop Mark

I am still debating if it is Japanese or Chinese? As to the rule about the centered marks, should the mark be exactly in the center or could be a bit off like this one? I am guessing that it is some kind of a shop mark?
The plate shows some age like scratches and some rust spots. The foot rim is smooth to touch.
Any help with origin and approx. age will be welcomed.

Sometimes marks may be slightly off with Chinese porcelain, more accidentally than intentionally, but here the shape of a clobbered plate is Japanese, as is the decoration. Maybe Stan can tell you the age more exactly, to me this looks as if it was Taisho era at the most.

Thanks for the reply Peter. Is that a common Japanese decoration? I am not finding anything like it but maybe I need to search more. Is that symbol on the bottom a shop mark? If so, were such marks present on Japanese porcelain? Or it is just a made up one?

This is Arita porcelain, late Meiji, the 4 blue rings on the bottom are common on these type of plates and bowls, the mark I believe is a makers mark.
