Guangxu plum vase?

Is this a Guangxu plum vase. It has a 4 character Qianlong mark but those are late 19th century right??

Qianlong four character marks are usually republic or later. The odd dots on the petals are never present on normal prunus decorations. Overall the decoration is strange. I could not tell from when this is, really.
