Need help with identifying

Hi Rec, is that the correct purple blue color? however I am not familiar with the decoration on the top, it looks like in the band it is maybe clouds, if the blue does have purple in it like the photo's shown it would be 2nd half of the 20th century and that would explain the cloud decoration.
