Small blue and white bowl with simple fish

Small ceramic bowl. Seems old. 4.5 inches rim to rim. 2 1/4 inches high. Looks old but I have no idea. The black stuff on the bottom of the foot seems to be stuck there. Thanks!

It is not possible to tell where this one was made, there are no characteristics specific to any traditional style.  The fish is apparently transfer printed, in addition, the base/foot rim look as if it was made in a mould. As this can mean machine-made injection, not shaped by throwing on a wheel, it probably has little collecting value. Probably a 20th century product.
