What is this?

We're trying to figure out what this is and where it came from. Any help is appreciated.

To me this looks looks like a modern item with a spurious Qianlong mark; the latter is for decoration only. If it were not for the Chinese mark I would think it is Japanese, because the subject of the decoration is more common in Japanese crafts and arts.
