Dragon Celadon Pot

I think it is Asian but not sure if Chinese. I guess the hanging ropes were added later? Age unknown to me.
Not certain what type of pot is that. The spout is decorative as there is no hole for the water to come out. On the other hand the spout is opened on the inside and water can go there.  It is not a water dropper so maybe just a vase or so?
Any thoughts?
