Not sure if old or make to look like one.

Despite the base I would I would think it is 20th century, post-Qing dynasty.
There is a "Jingde Guyao" (old Jingde kiln) mark, which I cannot find in a mark book. It looks as if it was stamped.
The foot rim was made in the old manner, but this does not change things. Personally I think there are too many glaze holes for something made after the Qing dynasty. Unless there are good usage signs, it could be more recent. Items with such an unsophisticated decoration and quality of work would have been meant for the common folks and should have been in actual use.
