Large plate / charger need help with dating and identification

The plate is about 10" in diameter. Had dragons and bats decorations. Gold trim on the edge and some outlining the dragons. Paper sticker on the bottom "made in Hong Kong"

Probably a few decades old. Cannot read the middle characters, but it seems to say Made by ... ..., Hong Kong.
